Top US court at odds with Bush over his powers

The US Supreme Court rebuffed George W. Bush's expansive view of presidential powers yesterday, ruling 6-3 against him in a case involving international law and the death penalty.

The court ruled that the president does not have the power to order individual states to relax their criminal procedures in order to obey a ruling of the International Court of Justice (ICJ).
