Tories offer answer to West Lothian question

Scottish MPs would be stripped of some voting powers over laws relating solely to England under Conservative plans unveiled on Tuesday offering the latest answer to the thorny “West Lothian question”.

A Tory task force led by Ken Clarke, the former chancellor, proposed a “compromise” to the anomaly that allows Scottish MPs to vote on matters affecting England, while non-Scottish MPs are denied a vote on devolved Scottish issues.
