Harare to concede Tsvangirai victory

The Zimbabwe government appeared poised on Wednesday to concede that Morgan Tsvangirai had won more votes in the presidential election than Robert Mugabe, the incumbent.

However, a leak from government sources suggested that the opposition leader had not won enough to claim an outright victory.
