Valero, the US's biggest oil refiner, has criticised Washington for threatening "irrational" legislation and sending "mixed messages" to the industry over environmental issues.

In an interview with the Financial Times, Bill Klesse, chief executive, said oil companies faced an uncertain future because of inconsistencies in lawmakers' approach.
