There is little prospect, unfortunately, of putting an end to the ancient evil of war. But for more than a century governments have sought to refine the laws of conflict in the face of technologies that have made warfare progressively more destructive.

Central to these laws is the obligation placed on belligerents to distinguish between civilians and combatants.
