Zimbabwe buffeted by winds of change

Southern Africa’s leaders made a rare intervention in the politics of the region last week by opposing the shipment of a cargo of Chinese arms to Zimbabwe.

It was an unexpected act of defiance against the Harare government, which for more than two decades has exerted a huge influence on the region, and has prompted some commentators to talk of a sea-change in the thinking of the 14- nation Southern African Development Community.
