France is emphasising practical economic projects rather than peace plans as it prepares to launch its European Union-backed initiative for the Mediterranean.

Among early proposals are a reinvigorated plan to rid the Mediterranean sea of pollution, and projects to upgrade port facilities, develop new sea routes and improve maritime security.
