Tories plan payments for waste recyling

Householders would be paid to recycle rubbish instead of penalised for failing to do so, under Conservative proposals to be unveiled today.

George Osborne, shadow chancellor, will point to examples in the US where people have been given financial incentives to recycle their household waste. He said: "Instead of using sticks, we can use carrots in-stead. Instead of punitive taxes, we can use financial incentives."
