UN hits at spy-led Afghan killings

Foreign spies in Afghanistan are leading informal groups of local fighters in secret raids in which Afghan civilians have been killed, a United Nations official said on Thursday.

Philip Alston said the involvement of international intelligence services operating outside Nato and US military commands made it impossible to investigate whether those who died during the attacks had been lawfully killed.
