A few weeks ago, President George W. Bush gave warning of the risk of “World War Three” if there was not an intensified effort to prevent Iran from having “the knowledge necessary to make a nuclear weapon”.
The US leader’s talk of a new conflagration commanded headlines around the world. What escaped attention, however, was his lawyerly emphasis on the importance of denying Iran the knowledge to develop a nuclear weapon – rather than a weapon itself.
