Greatest challenge lies beyond southern shores

While Nicolas Sarkozy’s initiative is broadly welcomed by the southern Mediterranean states, some businessmen, officials and political leaders remain sceptical about what it can actually achieve.

“People think this hasn’t been carefully studied yet,” said one official from a southern Mediterranean country. “The union has great, fancy ideas but how will it work, who will fund what?”
