As British forces scale down their mission in southern Iraq, the problem that bedevilled them for over three years – power struggles between rival Shia Islamist political factions and militias – is still going strong.

But although the situation in Basra and neighbouring provinces is unsettled, the level of violence is far lower than in the rest of the country, and may, in any case, be beyond the capacity of a foreign military force to resolve.
